JOB DESCRIPTION
EXECUTIVE DIRECTOR OF CAMP AND RETREAT MINISTRIES
Pacific Northwest Annual Conference

General Responsibilities
The Executive Director of Camping and Retreat Ministries works directly for the Board of Directors and is specifically responsible to the Board. The Executive Director shall be primarily responsible for assisting the Board in the formulation of policy and its implementation; supporting the Board in its strategic planning; administrative management; direct supervision of site directors and program development.  Programs should support local churches and connectional ministries in their task of making disciples for Jesus Christ.  He/she would manage the properties and resources in the conference’s care with ecological sensitivity, and to offer hospitality to the larger community.

  6. Teaching creation care and appreciation

Authority
Within the policies of the Camping Board of Stewards, the Executive Director will have authority to provide fiscal management, visionary leadership, and administrative supervision to site directors and central office staff.

Major Responsibilities: The Executive Director of Camp and Retreat Ministries will give leadership in the following areas:

1.   PROGRAM:

  1. Lead the CBS Program committee in developing and implementing a comprehensive and effective camp and retreat ministries program.
  2. Assess the needs of the churches of the Annual Conference through attendance at strategic meetings of clergy and related conference committees, and by direct contact with District Superintendents and key local church leaders.
  3. Monitor and assess the relative ministry impact and financial viability of specific program offerings.
  4. Work to enhance and increase opportunities for retreat ministries.
  5. Coordinate effective evaluation and quality control of the camp and retreat ministries program.
  6. Maintain first-hand knowledge of camp and retreat ministries program through campsite visitation and program leadership, as time permits.

LEADERSHIP DEVELOPMENT:

  1. Build an effective and supportive team relationship among the Directors.
  2. Design and implement a comprehensive program of training and development experiences for camp volunteers, Director/Managers and staff.
  3. Be informed about and recommend to Directors, staff and CBS training events and resources available to encourage professional growth.
  4. Develop in-service training opportunities for potential leaders.

INVITATION / MARKETING:

  1. Recommend effective marketing and publicity methods and resources for the camp and retreat ministry program.
  2. Pursue opportunities to be personally involved in or represented by other professional staff at Conference and district events where the mission and ministries of the organization can be effectively presented and the linkage to the Annual Conference enhanced.
  3. Oversee the development of a strategic promotional and marketing plan that addresses those whom we are not yet serving in order to draw new groups and participants whom we can serve, and a plan that gets needed information that communicates well with those we currently serve.  Create an effective web site, Annual Conference displays and presentations, articles, newsletters, promotional videos, etc. as needed to expand participation and involvement in camp and retreat ministry among our UM constituency and beyond.
  4. Interpret the value, goals, and opportunities for creative partnerships within camp and retreat ministry among Conference staff and agencies, local congregations, other religiously affiliated groups, and nonprofit groups, as well as to various camping organizations including the American Camp Association, Western Jurisdictional Camp Network, and the UMC National Camp and Retreat Leaders network.

OPERATIONS:

  1. Coordinate the tasks related to the employment of Directors or other major paid conference CRM staff positions.
  2. Supervise and evaluate the work of the Directors.  This includes encouraging the updating of job descriptions and employment policies.
  3. Hire and supervise the Camp and Retreat Ministries Registrar.
  4. Assist the Board of Trustees and Site Advisory Committees in assessing property needs and implementation of the Master Plan for site development.
  5. Consult with Conference Treasurer’s office in the development of effective fiscal policies and reporting as relating to CRM.
  6. Assist the Camping Board in securing adequate funding from the PNW 
    Annual Conference, especially in the area of interpreting the needs to keep
    persons and organizations as well as to the Annual Conference itself.
  7. Encourage efficiency of operations through new techniques, technology, and ideas.
  8. Supervise the preparation of the annual operating budget for presentation to the Camping Board of Stewards for approval.
  9. Provide proper fiscal controls and income growth so the organization remains solvent and is able to effectively retire its operating indebtedness.
  10. Assist the Board in establishing a development plan, to include an annual campaign and future capital campaigns and endowment giving plans.
  11. Assist the CFA and the United Methodist Foundation in developing
    endowments for camps and extended ministries.
  12. Assist the Board in establishing policies that clarify the relative roles of the Board and local camps or local committees in fund development.
  13. Assist the Board in establishing a Board development plan, including identifying Board needs; identification, recruiting, and training of new board members; and ongoing training and support of existing board members.

OTHER ADMINISTRATIVE DUTIES:

  1. Prepare a master calendar in coordination with the site directors and CBS
  2. Coordinate registration for the Conference-sponsored program events, and administer camperships.
  3. Monitor attendance at events and use of facilities, making statistical analysis available to the CBS.
  4. Maintain mailing lists for the CBS (volunteer staff, campers, other constituents).

General Responsibilities:

LOCAL CHURCH RESOURCING:

  1. Respond to mail and telephone requests for information, resources, and assistance from local church pastors, leaders, or groups.
  2. Work with local church camp contact persons in determining their goals and strategies, clarifying responsibilities and inform them of available resources and program possibilities.
  3. Preach in local churches at his/her discretion.

CONFERENCE BOARD AND AGENCY RESOURCING:

  1. Resource various other conference boards and agencies on a limited basis as necessary.

Education/Experience

Education/Experience:  Bachelor’s degree (BA) in related field (leisure studies, environmental, etc.) plus minimum of five years related experience or equivalent.  Graduate degree preferred in business or ecclesiastical discipline.  Experience as child or adult camp director desired along with the appropriate educational qualification: camp administration, social work, or management.  Must be well versed in a variety of the field's concepts, practices, and procedures.  Relies on extensive experience and judgment to plan and accomplish goals.  Experience program development, marketing, fundraising, and non-profit–agency fiscal management necessary.
Computer/Technical Skills:  Strong proficiency in Microsoft Office applications including Word, Excel, and PowerPoint.  Experience with Microsoft PowerPoint and Access or other data base management software programs helpful.
Communication Skills:  Effective oral and written presentation skills are essential; strong command of English language required in individual situations as well as in small and large group settings.  Strong negotiation, facilitation, and team- and consensus-building skills needed. 
Reasoning Ability:  Ability to define problems, collect data, establish facts, and draw valid conclusions
Supervisory/Management Experience:  Proven management experience needed as the EDmanages subordinate supervisor(s) who supervise employee(s); is responsible for the overall direction, coordination and evaluation of these units.  Also directly and indirectly supervises non-supervisory employees.
Licenses, Certifications, and other Registrations:  Valid Driver’s License and proof of auto insurance required.

Advanced knowledge of the United Methodist Church
Advanced knowledge and skill in organization
Excellent written and verbal skills

Acceptance and adherence to the theological and Biblical tenants of the United Methodist Church


REQUIREMENTS OF POSITION:

Frequent travel within the bounds of the Annual Conference
Some Saturday and weekend meetings
Limited travel out of state for training and organizational participation

CONNECTIONAL RESPONSIBILITIES AND RELATIONSHIPS.

Report to Camping Board of Stewards.
Attend Conference Executive Staff meetings.
Participate with local camp boards and support teams as applicable.
Work at least a week at camps each summer.
Facilitate Camp Directors’ Team.
Attend Pacific Northwest Annual Conference.
Participate in Western Jurisdiction Camp Leaders Network.

BENEFITS:

Salary/Housing Allowance: $60,000 to $68,000 annually
